Korea in den 20er Jahren: Das Land ist von der Kolonialmacht Japan besetzt. Um die feindlichen Besatzer empfindlich zu treffen, plant der Widerstand einen großen Anschlag in der Hauptstadt. Der koreanische Kommissar Lee (Song Kang-ho, „Snowpiercer“) wird beauftragt, die Drahtzieher hinter dem geplanten Attentat ausfindig zu machen und auszuschalten. Lee beginnt allerdings, an seiner Mission zu zweifeln, und entschließt sich, den Rebellen zu helfen.
